Gujarat HC says Reassessment Cannot Reopen an Issue Already Examined

Lodestone Software Services had explained its TDS figures during scrutiny, and the original assessment accepted its return. Reassessment was subsequently initiated on the mistaken assumption that TDS had been claimed as a deduction. The Court held that reopening amounted to a change of opinion and quashed the proceedings.
