Regulatory permission does not override mandate under S 171

GSTAT held that the reduction in GST on cinema tickets from 18% to 12% had to be passed on through a commensurate reduction in prices. Permission from the Telangana High Court to collect proposed fares, or mere intimation of revised rates to the authorities, could not override the independent statutory mandate under Section 171.
